Having issue in creating a clientId dynamically

I am trying to create clientId dynamically, using this documentation,

can you please clarify which URL we need to use as “dashboardAPIBaseURL”,
“publicKey”,.

I was trying to run this from my local system, it is throwing cors issue for the API calls, can you please help me resolve this issue.
