i want to use legacy testnet as environment for my project ! but there are only 2 options like mainnet and devnet.

Is there any specific reason you wish to use legacy testnet only?
Since all legacy networks now use Sapphire networks underneath. It was kept only to ensure backward compatibility for projects which were created when we had networks for different geolocations. Now, the Sapphire mainnet and Sapphire devnet are the only alternatives we recommend for all the latest projects.
